No. Outlook Express does not even work with regular ActiveSync. Exchange
Active Sync is designed to sync with the Exchange Server (hence the name).
ActiveSync on the PC is designed to work with Outlook...period...whether
that copy of Outlook is connected to an Exchange Server or not.

Mobile Outlook can't connect to Exchange Server over-the-air Mobile Apps We are using a non-standard port for SSL on our exchange server.
