Mobile Apps - Windows CE 6 X86

Just wondering if there is a difference between deploying an image on the
HDD or using it from a USB flash drive?
I built a basic Internet applicane image for a Via X86 board, but cannot seem
to run it. I have included the drivers and get no error messages. When I use
loadcepc, the light on the stick flashes for a few seconds and the system
just hangs...

There is nothing we can tell you from that level of information.  If you built
a DEBUG OS, you need to be able to connect to Platform Builder, as the kernel
debugger is starting immediately and waiting for that PB connection before it
continues booting.  If this is a retail build or if you turned off the kernel
debugger, then figure out where the BSP you are using sends serial debug
messages or where LoadCEPC has set up to send them, and capture those
messages.  That will tell you what is going on and might give us a hint as to
what you are doing wrong.  Doesn't the walk-through in the PB help talk about
this?
