Hive registry saving at boot

Hi,
I am working with an x86 system under Windows CE 6.0, I noticed that
using the Hive-Registry the operating system modify the registry during
boot fase, in particular I noticed that increments the value of the
registry key HKLM\Comm\Bootcouter and I do not know what else.
Since I had some problems with this system, I would block this writing
and any other 'unauthorized' writing on the registry, someone knows if
exists a PB setting or a registry key to prevent the operating system to
make saving of the registry?
These saves do not occur with Windows CE 5.0

Actually, those saves do exist in Windows CE 5.0 and 4.x.
